With reference to your letter (No.1094) of
the 16th of September last, I am directed by the
Earl of Crewe to transmit to you the accompanying
copy of correspondence with the Treasury, respecting
the method in which refunds of revenue should be
dealt with in the Hongkong accounts.
2. The Governor has been informed that, as
from the 1st of January, 1910, such refunds should
be deducted from the previously recorded receipts
and only the net amount received should be shown
as Revenue,
3. You will observe that the Lords Commissioners
of the Treasury have accepted Lord Crewe's interpreta-
tion of the expression "gross receipts" in Ordinance
No.1 of 1901.
